Who Actually Permits Your Houston Pool

Inside Houston city limits, pool permits run through Houston Public Works and the city permitting center. If your address sits in unincorporated Harris County, it goes to the county instead, with a different submittal package and inspection sequence.

Then there are the independent cities inside Houston. Bellaire, West University Place, Southside Place, Hedwig Village, Hunters Creek Village, Piney Point Village, Bunker Hill Village, Spring Valley Village, Hilshire Village, and Jersey Village are separate municipalities, most of them ringed entirely by Houston, and each issues its own permits under its own code. Several are noticeably stricter than the city on lot coverage, drainage, and tree protection. Suburban addresses may fall under Fort Bend or Montgomery County instead. A Houston mailing address tells you none of this, so confirming which authority governs your lot is the first thing we do.

Gulf Coast Clay and Ground Movement

Houston sits on the Beaumont clay formation, a dense and highly expansive soil that swells as it takes on water and shrinks back as it dries. That cycle is what cracks pool shells, separates coping, and lifts decking on pools that were not engineered for it. Parts of the region have also seen measurable ground subsidence from decades of groundwater withdrawal, which is why the Harris-Galveston Subsidence District regulates pumping across the area.

Our response is structural rather than cosmetic. That changes how the job gets built. Excavation may run on compact equipment or be done by hand near root zones, spoil may need to be carried out rather than trucked off the yard, and gunite may be placed by crane or long line instead of a hose run off the driveway. All of it is workable and we do it regularly, but it affects cost and duration, so we assess access on the first walkthrough rather than on dig day.
